Separation of powers in Ghana exists only in the books – Dr Sam Ankrah
An Independent Presidential Candidate seeking to change the fortunes of Ghana, Dr Sam Ankrah is of the view that although there exists a separation of powers in Ghana’s Constitution, it does not work in the scheme of affairs.
He says Ghana does not have independent arms of government to check what the others do in order to ensure accountability and transparency in governance.
Dr Sam Ankrah believes that the President appointing his ministers from Parliament is a breach of what separation of powers is and therefore makes it difficult for Parliament to check the Executive.
To him, there will be a need for a total overhaul of Ghana’s constitution in order to get things right going forward.
“The President appointing his Ministers from Parliament is a compromise on its own and should not be done. We need a total Separation of powers and checks and Balances. Ministers have to be separate from the Legislature and the executive. The President should not appoint the Chief Justice, it’s a compromise,” he said on Accra-based Okay Fm monitored by MyNewsGh.com.
On the payment of ex-gratia to parliamentarians and other Article 71 officeholders, he indicated that it will be imperative that it’s scrapped from the constitution.
He is of the view that a standard payment should be set aside for all officeholders in Ghana.
