1. It is indeed a great honour to be accorded such a befitting recognition commemorating my exit from office as the Inspector-General of Police. Please assist me to thank the good Lord for successfully seeing me through thirty-three years of service as a Police officer and crowning my career with the highest office of the Ghana Police Service as the Inspector-General of Police. It is not every

Police officer or a public office holder who gets the rare privilege to be so honoured, and so, if God has granted me this special day, I cannot take it for granted but to acknowledge His goodness in my life. From my bare-footed Primary School days at Dormaa Aboabo to this day. He has kept faith with me.

2. On behalf of my family, I wish to express my sincerest gratitude to His Excellency, the President of the Republic of Ghana, Nana Addo Dankwa Akufo-Addo for giving me the opportunity to serve as the leader of the Ghana Police Service from July 2019 to date. Your Excellency, I wholeheartedly thank you for the opportunity given me to serve in my country as the head of the Police Service. I also wish to express profound gratitude to the Vice President of the Republic and Chairman of the Police Council, His Excellency Dr Mahamudu Bawumia for his immense support during my tenure.

3. My appreciation will not be complete without rendering sincere thanks to the sector minister, Hon Ambrose Dery, the Chief Director, heads of other security agencies, members of the Police Management Board, the entire members of the Police Service and my family for the unfailing support you gave me during my tenure. You have supported me in various ways which has made this day a reality. I also acknowledge the immense support of the retired IGPs and the National Association of Retired Police Officers (NARPO). I am bowing out today with pride and avowed conviction that this Service is blessed with a number of hard

working and committed officers who are going to support the incoming IGP to successfully continue from where I left.

4. Ladies and gentlemen, my professional path to this day has not been so rosy. It has been characterized by a number of turbulent experiences and some fond memories. Through it all, God granted me the necessary guidance and wisdom to navigate around them. Undeniably, retirement is inevitable for everyone and it is important to prepare towards it. Introspection of my 33 years’ experience in the Service unveils a mixture of good moments as well as downturns. In all these times, I look back with pride knowing that I have significantly contributed my mettle to the achievement of a number of strides in the Service. As noted by an international musician, Celine Dion, ‘Goodbye is the saddest word’, particularly when it is meant for people you cherish so much but when the time beckons, you have no option but to face the reality.

5. I am leaving the scene at a period that Ghana has been ranked by the 2021 Global Peace Index report as the second most peaceful country in the sub-Saharan African region behind Mauritius. It is important to underline that the role of the security agencies which are internally led by the Police Service, cannot be over-emphasized. In the midst of resource constraints and other organizational challenges, we have supported our dear country to attain this global accolade. I believe we can do more to become one of the most peaceful countries in the world with the right leadership and policies, and the continuous regular supply of much-needed resources to the Service.

6. It is in this vein that I want to urge all personnel of the Service and the good people of this country to give the necessary support to the incoming Acting IGP and his Administration to effectively discharge the core mandate of the Police Service to maintain law and order. Ghanaians need nothing but a peaceful environment to guarantee economic development and improved livelihood. In this era of the emergence of sophisticated crimes perpetrated by a network of organized criminal gangs, the new IGP can only succeed when he is accorded the requisite support by all and sundry.

7. As you may be aware, the Police Service has undergone significant changes over the years and I must say this has come about by dint of hard work, commitment, dedication and perseverance from a number of personnel who sometimes defy the odds and sacrifice beyond their limit. It has been such a great honour and delight to have worked with some very able dedicated and Loyal senior and junior officers. I want to sincerely thank you all for the immense physical, psychological and spiritual support which have brought me this far. I cannot forget the immense contribution of our civilian employees who played their roles well to support the Service.

8. I am entering into a civilian life today with the assurance that my doors are open to you for any advice, inputs and guidance you might require whenever the need arises. It is my fervent hope and expectation that you will remain loyal, committed, faithful, accountable, and continue to demonstrate professionalism for the image of the Service to soar higher. Difficult times are bound to occur but you need to stay focused and united to overcome every challenge that may come your way.

9. Let me use this opportunity to urge the incoming Acting IGP and leadership of the Service to unite in diversity and forge ahead for the good of the Service and our beloved Country, Ghana. Court the support and inclusion of every officer for the success of your tenure. Any exclusion tendencies should be avoided to motivate all and sundry to give you the needed support for you to be successful as the IGP. It is only in unity that you will be able to achieve the core mandate of the Service. The strategic direction of the Service is at your disposal and I urge you to formulate policies which will inure to the benefit of personnel of the Service and the good people of this country.

10. I also wish to advise up-and-coming leaders of the Service to stay focused and committed to the course of the Service. Integrity, respect for diversity, excellence, responsiveness, respect for fundamental human rights, among others, should remain your hallmark. The future of the Service rests on your shoulders. You  

really need to be dedicated and determined to take over the reins of the Service in the near future. I encourage you to remain truthful and resolute throughout your professional career and success will never elude you.

11. Distinguished invited guests, ladies and gentlemen, I wish to once again thank you for taking time off your busy schedule to join me and my family for this colourful ceremony. As we celebrate this day in my honour, let us be mindful of the emerging threats posed by the SARS COV-2 Delta strain which induces higher viral loads and spreads faster. Let us strictly adhere to the hygiene protocols prescribed by our health professionals and the Presidential directives recently issued by His Excellency the President of the Republic, Nana Addo Dankwa Akufo-Addo.

12. Distinguished Ladies and Gentlemen, after serving for 33 years in a complex and diverse organisation like the Ghana Police Service, I am sure I contributed a lot of positive things, BUT being human, I am sure I also made some mistakes. Further, I may have hurt or disappointed some people by some of the decisions I took. Especially, I am aware that as IGP lots of people get disappointed and frustrated by transfers and postings to the non-urban areas, since most people want to work in the regional Capitals and other urban environments. If I hurt anybody by my actions, I am SORRY I could not meet all of your expectations all the time. I apologise sincerely for any unintended mistakes. Kindly forgive me for my actions and omissions.

13. On this note Ladies and Gentlemen, let me express my profound thanks to my dear family, both nuclear and extended, wife Regina Oppong-Boanuh and my lovely children; Yvvone, Nana Yaw, Eugenia and Emefa for all their kindness and understanding, patience and fortitude throughout all these years. Thank you all for joining me to commemorate this day. May the good Lord continue to bless us all
