Ghana Statistical Service omits Sissala districts from enumeration software

Some Sissala people are fuming over the exclusion of districts predominantly inhabited by them as “places of birth” in the ongoing Population and Housing Census questionnaire by the Ghana Statistical Service, criticizing the service for the costly error.

According to celebrated Sports Journalist Fentuo Tahiru Fentuo, a Sissala himself, a supposed system update of the software being used by the Ghana Statistical Service for the exercise, inadvertently deleted districts mainly inhabited by the Sissala from the system and that the service noticed the error only yesterday and have been unable to resolve. In the meantime, he added, persons born in such districts have been asked to choose the remaining districts on the service’s software. This he finds unacceptable and describes as an unconscionable against Sissala people.

“This morning, an enumerator came to my house to conduct the census. I started the process, and it was all very smooth until it got to where they asked if I was born in where I was being enumerated. I chose ‘no’ because I was not born in Accra. They system gave me the option to choose region in which I was born so I chose Upper West Region and then it provided the option for the specific municipality i was born in and there it was – NO Sissala East or West Municipalities in the list so I refused the proceed.

In fact, there were only 5 municipalities out of the 11 in the Upper West Region that were available. How can such a big error be made?

The enumerator blatantly suggested I chose one of the 5 available but I didn’t budge. I wasn’t born in any of them so I wasn’t going to compromise.

I called the District Statistician and the Regional Statistician who both confirmed they noticed the error only last night and brought it to the attention of GSS who say they’re working on fixing it and that the error occurred as a result of their latest update of the software,” he narrated on social media.

He chastised the Statistical Service for seeking to get people to lie about their places of birth following their purported error.

“Here’s the problem – you have sent enumerators out there who are flagrantly asking ignorant people born in those municipalities to choose from the available list of 5 even though they weren’t born there. Imagine the number of people who would have been captured under the wrong Municipality by the time the error is fixed?” He wondered.

The service had faced   accusations of discrimination or ill-treatment from other groups that petitioned it to rectify some anomalies in their categorizations. For instance, the Fulani people petitioned the service when they were not properly categorized under ethnic groups in Ghana.

Meanwhile the enumeration of the population has begun in earnest today after the listing of structures. Many including the President has called on Ghanaians to fully cooperate with enumerators so as to make the exercise a success given that the data being sought is key to the development of the country.
