Your godfathers Danquah & Busia would’ve opposed Public Universities Bill – Kwaku Azar to Akufo-Addo
US-based Ghanaian Academic Prof Stephen Asare popularly known as Kwaku Azar has cautioned President Akufo-Addo to re-consider the Public University’s bill as his great Uncle J.B Danquah and ideological forebear K.A Busia would have opposed the bill.
According to him, the government wants to reduce Universities in Ghana to “glorified ideological institutes” under a “one size fit all approach to university governance” and “introduces too much Presidential and Ministerial influence in the Universities.”
When the bill is allowed to pass, Kwaku Azar argues that it will make Ghana’s public universities “less competitive and be reduced to glorified ideological institutes”.
“Dr. Danquah and Prime Minister Busia, both eminent academics, will be against this Bill which seeks to use a one size fit all approach to university governance and introduces too much Presidential and Ministerial influence in the Universities.”
Prominent groups and influencers including the Ghana Academy of Arts and Sciences have kicked against the Public Universities Bill laid before Parliament.
The groups have said the bill is “likely to be retrogressive, rather than enhancing what Ghanaian universities have achieved over the years.”
The Academy in particular, in a five-page document tabled before Parliament said they strongly believe the bill is dangerous and uncalled for insisting is a recipe for total chaos in Ghana’s tertiary education system.
In the view of the Academy, the Bill is also not in conformity with the letter and spirit of the 1992 Constitution of the Republic of Ghana and must be dropped.
It suggested: “rather, Ghana needs a differentiated and diversified, but not necessarily hierarchical, university system, to offer the flexibility needed to address the changing needs of students and nations in an increasingly competitive and uncertain world.”
The decision by government to introduce a New University Bill has been greeted with reactions and various concerns from UTAG and some members of the general public.
The proposed law will seek to change the structure of the governing councils of the public universities with the majority of the council members being appointed by the President.
